The buyer and seller must both have their ID cards and vehicle licenses. When the buyer or seller is a representative with a power of attorney, they must present an original power of attorney document from the Ministry of Transportation. With the completion of the transfer process, the Ministry of Transportation’s computer is updated with the changes in vehicle ownership. |
